Describe the problem.
The AULCC requires a GIS data repository showing all existing utilities in the ROW. The goal of this project would be to setup various data layers showing all possible utilities (Water, sewer, elec, etc.). These utilities must have attributes that define the class (A,B,C or D) accuracy of the utility. This data is linear and point based, requiring geospatial reference coordinates. Understanding where utility conflicts exist, is the mission of the AULCC. There will need to be ongoing data imports from contractors, so file formatting requirements must be incorporated into this project. A tool that can easily upload the files or run an automated import would be a necessity. Internal stakeholders such as AWU and AE should already have these layers built, that could be reference into this map. Having a visual representation of all utilities in the City remains critical to improving and protecting infrastructure.

Public Works Engineering doesn't even have their own repository for utility info. This is causing various issues w/ construction.
