Update SZB layer to new version in Web Maps #8547

Update Web Maps with new SZB layer being published from Data Tracker.

Marked all other versions of SZB as deprecated and move to the TO_BE_REMOVED folder

moved the Web-IO version back to AMD Folder and removed deprecation as there is not a new version of the Web-IOs. I want to leave it in the SZB map that the signal tech's use as they find it helpful in the field.

Deleting deprecated School Zone Beacon layers.
