SIF Feature on SP/C8: Auto Create SIF Folder #8549

If folder info 'SIF Required' is updated to yes, we want the system to create a SIF folder and copy the SP/C8 RSN to the SIF Parent RSN.

Placing this in the ice box as it won't be delivered until after PH1 release.

Can the system auto-fill the info SIF RowID when the folder is auto-created?
How do we prevent the system from creating a new SIF folder if one already exists (floating folder)?

I asked if we can icebox this until after our initial release.
Amber is hesitant to say yes due to how labor intensive it will be for staff to manually create a SIF folder.
Joe: It depends on staffing. If we have enough staff we can deal. If we can't get enough staff we'd need the automation.
This is absolutely necessary in the roadmap, and ASAP. Generally we agree that we don't want to hold up the initial release with this feature. However we do want it done as soon as the initial release is stable.

I'm removing this from the SIF Project EPIC https://github.com/cityofaustin/atd-data-tech/issues/5078 and putting it Needs Scoping.

TDS Prioritization Note 9/5/23

This would be great to have and would reduce staff time creating cases.
Tracy warning to be cautious building this due to the replacement project.
Nate thinks we can start working on this after fee season
Nathan A. leaving to our judgment to develop this or not, based on ECM timeline.

Conversation with TDS 1/9/24

Tracy advising against this level of software customization due to system performance and upgrade pending.
Matiur asking if this is a big development lift; this would reduce staff time inputting data.
Tracy says we will analyze the development required to determine if we should build this.

@Nadin-Nader I'd like to have a dev do an analysis to determine the estimate of building this; how complex will it be? Then lets discuss if we should build it or not.

DTS-AMANDA Conversation

We don't want to begin the build until we have Sree back or backfilled.
This is a significant lift; it would take multiple sprints and involve DSD coordination.
Tracy is unsure if this should be built given the instability of the system and the upcoming replacement.
