SIF - Autopopulate SIF Folder Row ID Info field #8915

System needs to autopopulate the SIF Folder Row ID folder info in PR, BP, SP, C8 folders when a new SIF folder is created based on their relationship (TBD).

Moving to icebox for now.

I'm removing this from the SIF Project EPIC https://github.com/cityofaustin/atd-data-tech/issues/5078 and leaving it in IceBox.
