Feature: Historical TIA Migations - Location backfill

TED TIA Mitigations teams needs to be able to reference locations.

Historical TIA Cases - were imported without "Primary Project Addresses". TDS gave the green light for TED team to update locations for mitigations and historical TIA Cases.

Proposed Idea

Editable Mitigation Improvement record table - have an edit icon on "Primary Location"

• opens up to edit form page
• [x] add form to update TIA Case "Primary Project Address" - (must fill entire address out)
  • Optional, user can do this as if they see it needs to be done
  • Will hide if address is populated
• [x] and "Location Reference" (as read only) - displays if populated
• [x] and "Improvement Comment" (as read only) - displays if populated
• [x] and "Mitigation Comment" (as read only) - displays if populated
• [x] to allow to edit "Primary Location"
• [x] have Mitigation web map embedded
