[Enhancements] Project funding: ability to select fund sources from eCapris subproject

Enable users to add fund sources to their project based on a list of FDUs tied to a subproject ID.

In scope

• If a subproject ID is populated, give users the option of selecting fund sources from a list of FDUs tied to the subproject in eCapris.

Out of scope

• Keeping fund source data in "sync" between Moped and eCapris. A project's fund sources in Moped must be manually maintained if a fund source changes in eCapris
• Sowing fund expenditures or balances in Moped

i want to learn more about your FDU searching needs in Moped. it's fine if we save this for discussion in a meeting, but i'll float my questions here.

you mentioned the need to search by dept, fund, or unit to locate a specific FDU. in what situations do you see yourself doing this in Moped?

for example, if a project has a subproject ID in Moped, would it be sufficient to automatically display the subproject's FDUs in Moped?

or perhaps you might want to pick from a list of an eCapris subproject's FDUs, because the Moped project may comprise a smaller set of them? (emphasizing that Moped projects are not necessarily 1:1 with eCapris subprojects).

i also understand there's a separate use case for using Moped to plan for funding needs before they're allocated (or perhaps before a subproject exists). in those cases, would you need the freedom to pick any random combination of FDUs, since they might not exist yet?
