Create an initial showcase app #30

As part of an effort to draw attention to data.codefordc.org, we would like to create an initial showcase visualization using the CKAN API that would be promoted on the front page.

Tasks:

Potentially build a visualization using the data portal or port a current visualization to using the CKAN api
Add the visualization to the showcase tab in CKAN
Update the home page to show the showcases
