Tagging, Categorizing and Metadata #31

There are lots of different metadata fields on the datasets/categories/organizations that currently have slim to no text. This issue would involve documenting a system for how tagging will work, the type of metadata we would like to see filled out and how datasets will be placed in categories.

Tasks:

Decide on a good set of tags
Document how we want to tag datasets
...

311 data portal is doing similar things; would be good to team up or @ least glean off each other around definitions, etc.
