Push notifications/email notifications for new datasets #36

We would like to update the users of data.codefordc.org when new datasets they might be interested in are added.

Tasks:

Update the follow button to align with the other buttons
Send a monthly newsletter about new/updated datasets (by hand or automatically maybe RSS feed)
Ability to subscribe to datasets and receive notifications when things change (maybe just the follow button)
Ability to send ad-hoc emails to CKAN users
