Update the repo for local development so the docker image contains real data #39

Currently, the test data is pretty bare. This ticket involves exporting some data from the production instance and updating the README installation instructions on how to load the data.

Tasks:

Export ~10 datasets from the production CKAN instance
- Export Dataset as CSV
- Export Dataset in CKAN format
Update README with instructions to load the data

Bonus Tasks

Extend the library postgres image
Create a data docker container that will hold the postgres data
Attach the data container to the postgres image

trying to install ckanapi-explorer and getting "Could not find a version that satisfies the requirement ckanapi-explorer (from versions: ). No matching distribution found for ckanapi-explorer".

stack overflow has nada. the repo hasn't been touched in about three years which is the only reason i'm asking this and not filing an issue. maybe seek different solution(s)?
