fork pyesridump #54

fork pyesridump and port it from command line to in the browser. after scraping the data, show it in a map. pretty much just load it in geojson.io, allowing for visualization and offering choices to save. we should add the option to save to the data portal from it.

I like this idea and it would be very cool if folks could save their maps to the data portal.
