Data cleaning tweaks & additions #79

New work: merging election data with current commissioners; collapsing election data for eventual ANC-level map

tweaks: fixed issue with commas in names, cleaned up anc_election_cleaner.R, put some redundant files in raw_data to (lazily) allow it to run here, got rid of some ward-level election data that was incorrect, new data_description.txt

Can't figure out why it thinks I'm adding material in dataTool -- I pulled that from here!
