Remove job votes (but keep demotes) #577

Job votes are ugly, are annoying, take up screen space, and IMO don't add anything to the game. They recently got re-added because Ventz re-enabled the code which made them happen, which is good (because it allowed for demote votes to come back again), but I think we should get rid of job votes completely whilst keeping demote votes.

@Tiin57 What do you think? Maybe I could do this myself using the DarkRP gamemode available on the workshop? Depends how much custom code you guys have; if Ventz has edited it then that might be an issue. Would probably be an easy change anyway if you're up for it.
