Congolmerate Votes not passing #707

Description

Whenever a gang, such as Opal and Nonnor Investments, tries to join the "Extrem" conglomerate and gets the majority of votes, it does not let them in.

Steps to Reproduce

  1. Get a gang to join your conglomerate
  2. All board members / the majority of board members vote yes.
  3. The vote does not pass and gets stuck

Expected Behavior

The vote is supposed to go through and the gang joins the conglomerate. Actual Behavior The vote gets stuck and does not pass.
