[CC] Ballistics jammer not spawnable #739

Description

The ballistics jammer from the 'Criminal' skilltree (second-to-last perk) can not be spawned / no way to get it as a player when you have this perk unlocked. The functionality of said item works good (tested this with Relman) but you just can't get it on CC at the moment. It needs to be spawnable (F4 menu?)

Steps to Reproduce

  1. Put points in the skilltree perk 'Ballistics Jammer' from the skilltree 'Criminal'
  2. Notice how nothing has changed, no way to get the ballistics jammer.

Expected Behavior

  1. Put points in the skilltree perk 'Ballistics Jammer' from the skilltree 'Criminal'
  2. Be able to spawn the ballistics jammer (maybe f4 menu).

Actual Behavior

You are not able to get the ballistics jammer in CivilCity.
