init, update, draw functions #2

Project setup

Add functions for game loop. Set them up to clear screen and display map.

[x] Add _Init()
[x] Add _update60()
[x] Add _draw()
[x] clear screen and display map in draw
[x] *** drawing context for:
[x] game over,
[x] title,
[x] gameplay,
[x] scorecard
[x] and any options menus

***NOTE: Drawing context switching does not require the screens to be drawn just the mechanism for doing so.
