with pull request #132 , the effective behaviour of the BeamActive module will change and consequently the Deadtime module will use the 'beam active only dead time' for more LHC beam modes (other than just STABLE BEAMS).
At some point we should discuss which dead time (beam active only or entire orbit) should be used for in which LHC beam mode.
Since in practice the exact choice of dead time counting will not make a big difference in most cases, this is a low priority issue.
