Special instructions: don't call ecal if unstable LHC clock

ECAL specific instructions for Partition problem (if LHC clock is unstable):

1. This problem is normal for ECAL in periods of unstable clock
2. Stop the run, Red recycle ECAL and start a new run
3. Do not call the ECAL DOC

unless there are other comments I will delete this from shifter bulletin as it's covered in DAQExpert

1) Better deploy the changes before you delete the instructions 2) The instructions should not be deleted but go into the part that is covered by the expert

That's what I meant, I wasn't precise. I will move it to dedicated section "Covered by expert" and it will be done in 1 batch update.
