TCDS

If TCDS stays in halting for a long time and does not appear that it will complete, simply red recycle TCDS. This happens a few times per year.

[ ] shall be introduced to expert?

I don't know if this still happens. But this should be the default for all transitions that take way longer than usual. Maybe we could add a module that triggers on longer than usual transition times.
