Check for resync storms

For the moment, we can infer the number of resyncs from the seq4_count in the tcds_pm_sequence_counts flashlist.

Note that this is updated only once per lumi section and that we can not find the subsystem which does TTS out-of-sync storms (which causes the resync storm) but we can display a message to the shifter that they should:

• go to the CPMController application
• switch to the TTS counters tab
• look at the out-of-sync column in the tables labeled with 'Transition into' counters
• search for a subsystem whose counter is increasing
