Duplicate of #748 and #932

ERROR tests/benchmarks/test_parquet.py::test_download_throughput[dask] - TimeoutError: Timed out after 600 seconds waiting for 15 workers to arrive

This seems to occur every now and again, last was ~2 weeks ago that I see (#1357)
