remove unused gcc-arm-none-eabi architectures & bins

This is used for panda. Tried switching building panda with clang, but takes more time to make it work than this. Plus this seems safer than changing the compiler.

In an openpilot branch, download agnos.json in system/hardware/tici/ and update AGNOS_VERSION to "ebd5f9ba6c6d05757b415bb84855101f34cbfdbd" in launch_env.sh.

For flashing locally, download and unarchive the images in agnos-builder/output and flash with ./flash_all.sh.
