I have committed small changes to the model (XML) and transform (XSLT) to "correctly" label the appendices, having added a "Supporting Tables" placeholder as per NIAP's PP template, so that appendices with optional or conditional requirements are labeled consistently with textual references. Supporting tables still need to be populated for Appendix A. When optional and conditional requirements are folded into the main requirements sections (the default), appendix labels remain the same. I would argue that this is the correct behavior, at least if the goal is to remain consistent with NIAP precedent.
