This is really a platform requirement---that signatures be validated by the platform before they are installed. If the platform doesn't have a mechanism to check, what's the point? So signatures can be put into a separate file, and then administrators can check via the command line? The note makes it obvious that its home is really in MDFPP or OSPP.
