Clarification on current feature freeze. #774

Since some time in late 2022 a banner was added to talk.commonmark.org about a feature freeze.

I haven't been able to find any explicit discussions on the Discourse or on Github issues about this, so I'm opening this issue for some clarifications.

  1. Is CommonMark actually in a feature freeze right now?
  2. Is the freeze permanent?
  3. Should new feature requests not be created anymore if no new features will be merged?
