[hotfix] Revert the version change to fix the build failure of 7.3.x #126

The build of 7.3.x is failed due to the version change of org.apache.commons.
This PR reverts the version change to fix the failure.

Semaphore job is still not working for ksql-images. And since this PR has passed Jenkins, I will merge it to fix the failure. (reference)
