Support for HyperV in Podman Desktop E2E workflows #142

Extend the matrix to run on HyperV. Which will be default hypervisor on windows soon. We need to have it enabled and part of the testing matrix.

Unfortunately, we still need to run the podman machine commands (and maybe even podman desktop) with alleviated privileges:
