Let Kamalar have starting villages in S20, Endgame #3

I think the reason this doesn't work currently is because his side starts off as a noleader=yes side, and then only gets Kamalar added as its leader in a prestart event

Actually on second thought he doesn't really need them; he grabs them well enough as it is
