First pass at manually forking CrowdCurio's audio annotator tool into open-mic. Much to be done, but is a passable starting point.

@justinsalamon might have opinions on this? it's mostly a copy-paste job, with some minor refactoring

summary of offline convo: Rather than copypasta our way to this functionality, it will be more sustainable to fork the audio-annotator project to the COSMIR org, work from an openmic-dev branch, pull this version into the open-mic repo via a subtree, and continue to contribute back to the original project as necessary. We'll abandon this PR / branch, but I (@ejhumphrey) will migrate the backend fixes to a new PR once @bmcfee works his git magic.
