Script that consumes audio files and optional JSON metadata (under the same file basenames) and ingests it into the CMS.

A v0 of this is added as of b202844, coming back on PR40

According to its docstring, the upload function should return the response object, but the function doesn't return anything. The docstring should be updated if that's not really necessary.
