New Front End Package Manager - Bower is out #7

Bower is on the way out and we need a new way to manage our front end packages. What we do here will be applied to most of our repos.

@javag97 and @charliep805 - lets figure out our new front-end package manager process with our boilerplate repo first. Then we can give it a test run before applying to the dining repo.

@charliep805 - Test out yarn with webpack. @javag97 - test out using NPM natively.
