Change template to new branding #14

Same as https://github.com/createdotnet/API-Documentation/pull/12

Except I've removed the top-nav and added the table styles back in.

I'm struggling to get jekyll serve to work on this branch, will try again in the morning and double check these changes.

So we’re changing the API docs to looks like the WDK docs? I thought we were doing the opposite …

@createdotmatt lots may have changed in these docs, are we still going to go through with this, or the other PR (https://github.com/createdotnet/API-Documentation/pull/12)?
