playback rate relative and negative values #145

Can we add relative and negative numbers to the 'playback rate' [pr] key ?

1 if real-time, 2 if double speed, 0 if not playing. Relative and negative numbers allowed 1.5 if 50% faster, -1 for rewind SHOULD only be sent if not equal to 1.
