This pull request includes the following changes:

Updated .github/.codecov.yml to enable commit only checks.
Modified .github/workflows/auto-gh-pr.yml to trigger on pull_request_target events instead of issue_comment events.
Updated .github/workflows/cla.yml to use a different GitHub token and modified the condition for running the CLA Assistant.
Modified .github/workflows/hugo.yml to use a different version of Hugo and to install Dart Sass using npm.
Added a new .github/workflows/main.yml file.
