Add new setting to control output date<->time separator character #7

Options are:

Little_t: 't'
Big_t: 'T'
Space: ' '

Will be added as an enum to writer_options.

Added in d1910a448198503f67829921b31e4a20a2e595f4 'little_t' was cut, RFC recommends always generating the capital version. This means we don't need to worry about the same 'Z', 'z' distiction for time offsets either.
