update webots release version to 2024a #930

Description

Version of the builds is updated from 2023b-rev1 to 2024a

This PR aims at the master branch of webots_ros2. This branch is supposed to work with the latest nightly build of Webots from the master branch of the webots repository, e.g., R2023b-rev1. The R2024a nightly builds of Webots should match the develop branch of this webots_ros2 repository which is already set to R2024a. Hence I don't understand the motivation for this PR.

hello, should I change this one to target webots 2023b stable? as it seems nightly builds aren't produced anymore

No, because although the nightly builds are not created automatically any more, it is still possible to build Webots from the source and if you do it from the master branch, you will get a version tagged R2023-rev1.
