GH Actions Docker errors for user credentials with login when triggered from Dependabot #418

Logging an issue for this job run and error with Docker login.

This appears to have had to do with https://github.com/docker/login-action/issues/65 . As a result I've made suggested changes to the dependabot settings in the repo to help avoid these bugs in the future.

On re-running I found that the errors don't reoccur (I believe these might inherit my permissions). I suggest leaving this open until we have another dependabot merge occur without failure - I expect the errors will on longer occur.
