Add filter for App status #85

For the apps endpoint, allow the GET statement to filter by App state (Started, starting, etc). This should provide for wanting to check if all apps are started.

One more possibility if we want to truly be kind to Swagger users: notify them of all apps loaded at the top of the Swagger.
