Anonymous editing support #12

[x] A user shall be able to create a new network (#13) without an account.
[x] A network created anonymously shall be accessible for editing via a URL.
[ ] A network created anonymously shall be accessible for viewing (read only) via a URL.
[ ] A user shall be able to associate an anonymously-created network with his NDEX account.

New network creation #13 : This is needed for testing the (secret) anonymous editing tokens.
