Update issue templates #82

This adds support for issue templates to the repo. When creating a new issue, it will automatically follow the appropriate template (bug or feature request).

It looks fine to me. Do you think there is value on limiting who can push directly to master (e.g. you or some trusted people on this project) ?

There is an option to require an accepted review to push to master. That would conflict with the ability to hit the merge button unilaterally after a couple of days, unfortunately

We could set up some simple rules in the project settings, but I think ultimately the social convention is the main thing
