Show who Voted on each Buzz like Hive.Blog does. #570

It's currently not possible to see who voted on each particular Buzz or Comment.

Let's add a feature like Hive.Blog where voters can be seen once something is hovered over or clicked on.

All of those ideas should be added.

2 idea is invalid, we are copying twitter UI and the idea of using fewer bandwidth is the same with having a dropdown list or switching to another page, notifications are loaded periodically, we are running api calls for notification in the background to fetch the latest data.
