setup.py needs updating for License change #373

Just wanted to point out a missed change in the relicense.

The project moved to MIT in https://github.com/daler/pybedtools/commit/45eddc08e64478ae0b52d1fe32c3a9529879c68b#diff-60f61ab7a8d1910d86d9fda2261620314edcae5894d5aaa236b821c7256badd7 but the https://github.com/daler/pybedtools/blob/master/setup.py file missed updating two parts of the configuration that state GPL-2.0.
