there are some issues with github pipeline stemming from #43 that will need to be addressed in the future:

staticcheck doesn't seem to be working, it produces no output, even though the code is ridden with lint errors
introduce linter for migrations, I don't like any of the linting options for sql migrations right now, I tried squawk, but the job doesn't fail if there are lint errors

turns out staticcheck is working properly, both locally and in pipeline, but the configuration is not rigorous
