fix: don't forget v2 transactions after restart or disconnect (NMA-1424) #1056

Issue being fixed or feature implemented

v2 transactions are forgotten if the app restarts (until blockchain is synced with the block that has that tx).

This modifies the risk analyzer to allow these transactions to stay in the wallet once they have been received, even after a restart.
