A few improvements to prepare for launch

• [x] Use pino logger everywhere for JSON logging
• [x] Remove parseIdentifiers so we no longer log irrelevant error messages
• [x] Use timestamp instead of UUID when uploading files
• [x] The complete markdown report will also be uploaded now
• [x] Add retry for file upload because concurrent upload will return 409 conflicts
• [x] Fix escape for strings in code wrap
• [x] Span the client address to multiple lines if the address is too long. Add link to filfox for those addresses
• [x] Use label creation trigger instead of issue comment creation trigger
• [x] DIfferent criteria based on the number of allocation request
