Add vocabulary-uri field to sectors, tags, result and indicator reference codes #41

For indicator reference codes, this will help publishing the MinBuza codes using their full guidelines.

For others, it is nice to have.

add "... reference code" as alternative to "... reference", "... vocabulary" and "... URI"
