Add packaging, support for GHA, and resolve conflicts #317

Requires merging first datajoint/mym#73. Fix #69 Fix #311 Fix #320

This merges new packaging scheme + other features unique to master along with resolving merge issues related to codebase and tests. Also, it converts our unit/integration tests to GitHub Actions.
