Prepare for unmangled bill identifiers #136

This PR relates to https://github.com/datamade/scrapers-us-municipal/issues/12

It does the following:

Prepares for a new version of django-councilmatic (i.e., adding a OCD_JURISDICTION_IDS list required per https://github.com/datamade/django-councilmatic/pull/178
Creates redirects for old bill identifiers
Writes tests for redirects, and refactors tests in general
