Fix 500 error when viewing an expense ant not having permission to pay #149

This bug must have existed for at least ~6 years, but the statements in question are not run for someone with the pay permission, which is why i guess it hasn't been encountered.

I'm not sure, I think that those who are responsible for the economy of a club often should be able to make payments as well. But then it's weird that having access to make payments should let you see all expenses, right?
