Data catalogs/portals (first pass) #1159

This is about shaping a Data Catalogs or Data Portals feature. In their simplest form a Data Catalogs is a site listing datasets. It thus includes a dataset listing functionality plus dataset showcase pages.

Strictly here i think we are talking about the "catalog component/feature" which lists the datasets. Normally this will include search/browse feature.

@rufuspollock I'm a bit confused about how is this different from what we're discussing in datopian/datahub#1160. Is data catalog something different than a dataset showcase page, i.e. a simpler page with just a list of files?

@olayway i've added a description that i hope clarifies a bit.

🚩 suggest we defer this shaping until later as this is on the bonus list.

@olayway in general sounds good but let's see if that's what people want.. for now we barely have users having even 1 dataset. cc @rufuspollock @anuveyatsu
